Telegram, the cloud-based messaging and voice service, founded by Russian entrepreneur Pavel Durov, has raised $850 million in pre-sale according to the document filed by US SEC. ICO public sale of Telegram Open Network (TON) is expected to go live in March this year, with a target of $1.15 billion. Telegram has around 180 million active users and the number is still growing.
